Haut de pageAuthors submitting articles for publication in the journal must submit a 4000-character proposal prepared according to the guidelines available in the Writing Guidelines section. Upon receipt of the text, the editorial committee sends the author an electronic acknowledgment of receipt. Any text submitted to the journal Communication, Technologies and Development undergoes three evaluations.
Originality
Authors agree not to submit an article that has already been published in another journal or a new article that relies exclusively on work already published elsewhere. Similarly, authors agree not to submit their article to multiple journals simultaneously.
List of Authors
The list of authors should be limited to those who have made a significant contribution to the design, execution, or interpretation of the study presented in the submitted text or to the drafting of the text. All authors must be listed, along with their affiliation, in alphabetical order or according to their level of involvement in the execution of the study or drafting of the text. The corresponding author must ensure that only appropriate co-authors are included in the list and that all co-authors, after reviewing and approving the final version of their text, agree to submit the article for publication.
Authors must also refrain from exceeding the bounds of scientific debate in submitted articles and must avoid defamatory statements that could be interpreted as damaging the reputation of a third party.
Erratum
Any author who discovers, after publication, a significant error or inaccuracy in their work is obliged to inform the editorial committee of the journal without delay and to cooperate with them to publish an erratum or even to request the withdrawal of their article. If the editorial committee or the journal editor learns from a third party that a published article contains a significant error, they must inform the author. The author must then request the withdrawal of the article, correct it, or provide evidence to justify its validity.
First Evaluation: Internal Review
A member of the editorial committee conducts an initial review to assess the text’s compliance with the journal's editorial policy. If the text is not accepted, the committee informs the author, providing an explanation of the reasons.
Second Evaluation : Double External Review
The external evaluation is assigned to two members of the review committee, selected based on their expertise. Each reviewer receives the text anonymously in Word format, allowing them to insert comments directly into the document. The reviewers use the evaluation grid developed for this purpose and assess the manuscript according to four recommendations: 1) Accepted as is; 2) Accepted with minor revisions; 3) Accepted with major revisions; 4) Rejected.
Each reviewer must justify their decision and provide feedback along with correction suggestions, which are communicated to the author. The identities of the reviewers are not disclosed to the author.
In the event of significant disagreement between the two reviewers, the editorial committee reserves the right to request a third evaluation.
Once the two evaluations are received, the editorial committee prepares a summary and decides on the course of action for the submitted text: preparation for publication or rejection. The author is informed of the decision. If acceptance is conditional upon the requested modifications, the author must revise the text based on the suggestions and comments provided by the reviewers and submit the revised manuscript within the indicated timeframe.
Evaluation Results
Once the two evaluations are received, the editorial committee prepares a summary and decides on the course of action for the submitted text: preparation for publication or rejection. The author is informed of the decision.
If the final acceptance is conditional upon modifications, the author is invited to revise their text according to the suggestions and comments made by the reviewers and to submit the revised manuscript within the timeframe agreed upon with the editorial committee.
Third Evaluation: Publication Decision
The editorial committee makes the final decision to accept or reject the texts. To do so, it carefully reviews the revised version following the external evaluation and prepares the text for publication.
The final evaluation considers both the content and the format. Regarding content, the committee checks the adequacy of the modifications made, and for format, it ensures compliance with editorial standards.
The editorial committee may withdraw a manuscript if the modifications do not fully address the changes requested by the external reviewers or if the content does not meet the journal’s scientific criteria.
The editorial committee presents the author with a version for publication that includes all suggested modifications for review and approval. The author must validate this final version and sign the copyright transfer form
Evaluation Matrix
The editorial committee considers legal requirements regarding defamation, copyright infringement, or plagiarism in its decisions. Manuscripts are evaluated solely on their intellectual or scientific content, without distinction of race, gender, sexual orientation, religious beliefs, nationality, university affiliation, or the political philosophy of the authors. The evaluation matrix considers the following elements:

The journal ensures that the reviewers do not share the same affiliation as the authors.
Any accepted text, whether on the first submission or after modification by the author, undergoes an editorial process validated by the author.
Authors commit, as much as possible, to providing public access to their data and, therefore, to retaining them for a reasonable period after publication. If the article is based on clinical cases involving real situations, the author commits to maintaining the anonymity of the individuals referenced.
Conflict of Interest
The journal takes the necessary precautions to avoid conflicts of interest. Members of the editorial committee and reviewers must recuse themselves if they have a conflict of interest with any of the authors or the content of the article under review. Likewise, any reviewer who is not qualified to evaluate a manuscript or cannot do so within a reasonable timeframe must inform the editorial committee and recuse themselves.
Similarly, authors must declare any potential conflicts of interest, whether professional or financial. All sources of non-public funding behind the research presented in the submitted manuscript must be explicitly mentioned. Authors must guarantee the originality of their article and must not publish any text that could be considered, in any form, as plagiarism as defined by the Intellectual Property Code. Fraudulent or knowingly inaccurate statements constitute unethical behavior in scientific publishing and are, therefore, unacceptable.
Ethical Principles
Authors are required to adhere to certain obligations and recommendations in preparing their publications:

Plagiarism Detection Policy
The journal Communication, Technologies and Development combats plagiarism and does not accept any plagiarized content for publication. Authors must ensure that they have written entirely original articles. If others' work and/or words are used, authors must also ensure they are properly cited. Furthermore, the journal uses plagiarism detection software.
Rejection Rate (submitted articles/accepted articles)
The rejection rate is approximately 40%.
