Publication Ethics

To ensure the integrity of the construction and dissemination of scientific research, the journal Communication, Technologies, and Development adheres to the ethical guidelines outlined in this charter. We urge the members of our committees, the authors, and the reviewers to comply with these standards.

This document draws inspiration from the recommendations of the Committee on Publication Ethics (COPE), the European Code of Conduct for Research Integrity developed by ALLEA, the opinions of the Ethics Committee of the CNRS (Comets, including the guide Practicing Responsible and Integrity Research and the National Charter of Research Ethics), documents produced by the Committee for Open Science, and charters from other journals.

Commitments of the Editorial Board

The editorial board commits to ensuring a rigorous and diligent selection and evaluation process for submissions, in accordance with the principles outlined in the journal's submission guidelines. It also ensures that the publication timelines indicated in the calls for contributions are respected.

After a preliminary review conducted by the journal's team to ensure the relevance of the proposals (specifically, the alignment of topics with the areas covered and the general formal expectations of a scientific publication), all texts undergo a so-called "double-blind" evaluation. Information regarding a manuscript submitted to the journal is not disclosed outside the editorial board, except to the authors and those responsible for evaluations.

The editorial board guarantees the confidentiality of the evaluation process, particularly regarding the anonymity of reviewers. The contributions of reviewers are acknowledged through the publication of an annual list that does not associate their names with the evaluated articles.

The editorial board ensures that evaluations are objective and impartial.

The editorial board takes into account legal requirements concerning defamation, copyright infringement, and plagiarism in its decisions. The board reserves the right to screen articles using plagiarism detection software, with results being critically examined. In cases of substantial borrowing from other works without proper citation, the submission will be rejected.

All members of the editorial board and the scientific committee are consulted in the event of a dispute.

Commitments of Authors

Research presented in articles must be conducted ethically and responsibly and must comply with all applicable legislation, including the French Intellectual Property Code established by Law No. 92-597.

Authors must be aware of forms of scientific misconduct and refrain from committing fraud and violating the ethics of scientific publication.

Authors must present their results clearly, honestly, and without fabrication, falsification, or inappropriate manipulation of data. Authors guarantee the originality of their material as defined in the Intellectual Property Code.

Authors should strive to describe their methods clearly and unambiguously so that their conclusions can be verified by others.

Authors must appropriately acknowledge copyright and collaborations. Authors must refrain from deliberately distorting the relationship of a scientist with a published work. All authors must have made significant contributions to the research. Contributors who have made less significant contributions to the research or publication may be acknowledged but should not be identified as authors.

Authors must inform the journal of any direct or indirect conflicts of interest with the editors or members of the editorial board or the international scientific committee.

All authors must submit a list of references and financial support for their research if requested by the editorial board. All sources of research funding, including direct or indirect financial support, should be disclosed.

No substantial part of the article should have been previously published in the form of an article or chapter, or be under consideration for publication elsewhere.

If authors intend to reproduce their article in other publications or for any other purpose by any means, they must obtain written permission from the editorial committee.

Authors must refrain from segmenting their research and thus transforming a significant article into several different articles. Segmentation is a known fraudulent publication tactic referred to in English as "salami slicing."

When an article has multiple authors, the author in contact with the journal ensures that all concerned individuals have reviewed and approved the version of the article submitted to the journal. Similarly, during the evaluation process and until publication, if significant changes are made to the text, all co-authors must be informed.

If the journal believes that it has identified significant errors in an article after publication, it may ask the authors to correct these errors in a corrigendum added to the published text. Likewise, if the authors identify significant errors after publication, they must promptly inform the journal and provide the material for a corrigendum. In extreme cases, it is possible to withdraw a text: only the metadata will remain, accompanied by a note from the journal.

Commitments of Reviewers

Reviewers ensure the confidentiality of the text entrusted to them. It is in no case acceptable to use in another context or to disclose elements of the article (excerpts, results, data, etc.) before its publication.

They must spontaneously declare any conflicts of interest, including proximity within the same institution, ongoing or past collaboration, co-publication, competitive professional situations, hierarchical relationships (such as thesis supervision), or personal relationships that may jeopardize the quality and independence of the evaluation.

By agreeing to conduct the evaluation, reviewers declare that they possess the necessary skills and commit to communicating their evaluations within the agreed timeframe.

They should indicate in their evaluations, to the best of their ability, any potential borrowings from other research works whose origins may not be mentioned, whether those works are published or unpublished.

Reviewers are expected to provide well-reasoned and constructive feedback aimed at improving the article. No personal attacks will be tolerated.

Reviewers conduct their evaluations with a focus on objectivity and impartiality. No discrimination based on ethnicity, gender, sexual orientation, religious beliefs, or political opinions is acceptable. Nationality, institutional affiliation, or professional status should only be considered as evaluation criteria to the extent that this information has scientific relevance.

Privacy Policy

The names of authors, reviewers, and collaborators, as well as the names of their organizations and institutional affiliations that the journal may record as part of its activities, must remain confidential and should not be used for commercial or public purposes beyond the signature of published articles. However, this information may sometimes be required by government funding agencies. The anonymity of the peer review process is preserved when transmitting this information. A list of the names of authors, reviewers, and collaborators, along with their organizations and institutional affiliations, must be sent without explicit links between the named individuals.

The journal may use these lists for its own purposes, including soliciting articles, collaboration, or other contributions, including occasional emails. It will also announce upcoming issues. Anyone wishing to stop receiving these emails can simply request to be removed from the list.
