Communication, Technologies and Development is an international and interdisciplinary scientific publication focusing on issues related to the circulation of ideas, the sharing of knowledge, and the expression of individual and collective identities. It serves as a platform for research on technological innovations linked to development, both within the Francophone world and in other linguistic areas.

The journal primarily explores emerging territories, with "emergence" understood in a broader sense than just economic or political aspects. These territories may be located in Latin America, Asia, Africa, or Europe and are characterised by having received insufficient scholarly attention.

While French remains the primary language of publication, the journal embraces cultural diversity by accepting original articles in German, English, Spanish, Portuguese, and other languages.

Distributed exclusively in electronic format and aligned with the principles of open science, Comtecdev publishes a thematic issue in each edition, following a prior call for contributions. It also includes articles in the "Varia" section (outside the main theme), doctoral research, and, where possible, reports on dialogues with field actors. Comtecdev also aims to foster exchanges between researchers, professionals, and institutional, associative, or political stakeholders.

Additionally, the journal features less regular sections such as Literature Review and Regards. It operates under the academic "double-blind" peer review process for submitted contributions. Comtecdev publishes two issues per year: one in spring and one in autumn.

Information, Recommendations, and Timeline for Coordinating a Thematic Issue

The entire process takes approximately one year, from June (N-1) to June (N) for the spring issue, and from November (N-1) to November (N) for the autumn issue, following these steps:

• Submit a draft call for contributions, including a title and a proposed review committee, no later than September (N-1) for a thematic issue to be published in November (N). This will be reviewed and discussed with the journal’s editorial board, which typically provides feedback within a month.

• Disseminate the call for contributions after acceptance and any suggested modifications by the editorial board. The call is widely distributed at both national and international levels from November (N-1).

• Receive proposals (4,000 to 5,000 characters, including spaces and bibliography) by February (N) and review them for suitability.

• Notify authors of acceptance or rejection of their proposals (February N).

• Acknowledge receipt of full articles and send them for double-blind peer review based on the journal’s evaluation criteria (see article evaluation form) (May N).

• Provide authors with acceptance or rejection notifications, accompanied by the two anonymous evaluation reports (July N).

• Engage with authors for revisions and formatting of accepted texts.

• Ensure that authors strictly adhere to the journal’s editorial guidelines, including text formatting, endnotes, headings, subheadings, and bibliographic standards, as well as the review committee’s recommendations.

• Receive revised texts (September N).

• Send extensively revised texts back to reviewers for further evaluation (September N).

• Receive the final versions of articles and draft an introductory piece contextualising, framing, and presenting the thematic issue (20,000 to 25,000 characters) (October N).

• Proofread for spelling, grammar, and typographic consistency, verify bibliography, and obtain final validation from the author (October N).

• Submit the complete issue for final editing and online publication on the journal’s website, three weeks before the release date (November N).

• Maintain regular coordination meetings throughout the process, as needed, to assess progress and ensure smooth timeline management.
