1There is a new phenomenon to support the construction of learning city in the worldwide distance education field. So we would like to share the exploration and reflection of China, and look forward to discuss with more readers. 2Founded in 1982 and renamed in 1995, "Open Education Research " is an academic journal publicly issued at home and abroad, aiming at disseminating new ideas, conceptions, technologies and methods in open and distance education. For decades, "Open Education Research" adhered to the aims of the journal, that is, "International perspective, High quality, leading academic research, and Striving for excellence," took the road of characteristic development through a combination of internationalization and professionalization, and became one of the “Dual Core Journals” in the fields of open education, adult education and vocational education in China. 3The paper by Ye Zhonghai, Zhang Yong, Ma Lihua reviews the construction process of Chinese learning cities from 2002 to 2012.There are three stages in the construction process of Chinese learning city, including preparation stage, exploration stage and development stage. Its basic characteristics are analysed from the perspectives of the operating mechanism, promoting strategies, key construction projects and affordable measures. The development of learning city depends on the development of the knowledge economy and the excitation of the city vitality. At the same time, the development of learning city is limited by the level of the modern city and geographical conditions.
