Abstracts

The deterioration of wage conditions of low-skilled workers has been the subject od considerable attention over the past few years. Unfortunately, it is not the sole preoccupation of public décision-makers. In this class of workers, the employment rates is particularly low, while unemployment tends to remain at a high level. The primary cause of low skills levels of young workers being their dropping out of school, any policy aimed at reducing the dropout rates will be an effective means of improving the labour market situation of youth. (The dropour rate from Canadian high schools is 18% for young people 20 years of age in 1991). Making use of Statistics Canada’s School Leavers Survey, we have developped an econometric model that jointly explains the decision to dropout of secondary to school, working part-time while in school an grades of students. The research identifies several determinants of dropping out and different interventions that could be adopted by governments to reduce dropping out. We mention particularly the role played by the minimum wage in the dropout phenomenon : it is clear that a high minimum wage tends to increase dropout significantly.
