Special Issue on Haiti: Effective Decentralised Innovations for Sustainable and Inclusive Development
The FACTS Initiative is a forum for expression and exchange enabling the reporting, capitalisation, validation, publication and diffusion of decentralised innovations in the context of local actions. These innovations may be primarily technical, social or managerial, and concern the different components of sustainable and inclusive development. This call for papers is therefore addressed not only to those working in development, but also to observers – individuals or institutions, public or private – who wish to enrich the “Haitian memory of development” and promote innovative development experiments conducted by Haitians themselves, with the support, where appropriate, for this capitalisation phase, of Haitian universities or scientists.
After validation by an ad hoc committee consisting of FACTS network and Haitian experts, the articles, conforming to the specifications prepared by the FACTS initiative and with the same level of rigor required for scientific journals, will be published on the FACTS website. A special issue of the FACTS journal (Facts Reports) dedicated to Haiti will be published in the Fall 2012.
The writing of articles and the publication of the Haiti special issue will benefit from the support of the FACTS initiative and the Fondation de France, in liaison with Haitian universities and networks of development actors. This collaboration has enabled us to establish the “major issues” that must be addressed by sustainable and inclusive development and the innovative actions that we wish to promote on a scale appropriate to the economic, social and cultural realities of the urban and rural zones of Haiti. The partners in this project will do their utmost, on one hand, to publicise and promote the articles, innovative actions and decentralised innovations and the Haitian actors in sustainable and inclusive development, and on the other, to support the initiatives of Haitian institutions wishing to establish durable mechanisms for the observation and enhancement of decentralised innovations in Haiti and, in so doing, to continue writing the often chaotic “memory of development”.
The FACTS initiative was started and is supported by Philippe Kourilsky, Professor at the Collège de France in Paris and Director General of the Institut Pasteur from 2000 to 2005. This initiative is also supported by a committee of such eminent figures as Amartya Sen, Rajendra K. Pachauri, Ellis Rubinstein, Ismail Serageldin, and Mamphela Ramphele.

Submitted articles must not have been published previously or be currently under consideration in another journal. All articles will be peer-reviewed. Articles should not exceed 5000 words, excluding the abstract of 150 to 250 words. Authors must suggest keywords, enabling the article to be found by search engines. Articles may be signed by one or several authors. Articles must be written in French. If an English translation is available, then it may be provided along with the French version.
Figures and illustrations, numbered and captioned (with the sources correctly cited), must be placed in the text where the author wishes them to appear. Image source files must also be sent separately, so we can verify that the quality and format conform to the requirements for subsequent online publication (minimum resolution 300 dpi, and format PDF, JPG, PNG, GIF, or TIFF).

Instructions for submitting manuscripts
Only original, unpublished articles will be considered. The abstracts of the articles will be published in English, Spanish and French. The deadline for submission of the initial manuscript is 1 June 2012.
