Since the 2000s, there has been renewed interest in historical approaches to development. From history to political science, development has become an entry point to understand the circulation of experts and knowledge, the construction of states in the South, and more broadly the place of North-South relations in world governance. While this renewed interest has relied on diversifying the archives used, it has not been accompanied by a debate on the possible uses of these archives, but also their limits, or by surveys on the way in which development actors have been producing them.
This issue calls for an insightful approach that is specific to “development archives,” due to the stakes associated with them, caught as they are between the North and the South, whether the geographical fragmentation of materials, or the ability of certain actors to tell their stories (or have them told) and put them forward to the detriment of others. The aim of this issue is therefore twofold: to offer methodological points of reference to those who wish to use and therefore contextualize such archives, but also to lay the foundations for a more ambitious project that is a survey of development archives. From India to Mali, from Turkey to Canada, the articles in this issue thus explore the way in which development archives have been produced, used, and politicized, on subjects as varied as humanitarian aid, agriculture, solar energy, urban planning, the economy, or even health.
